There will be more than one empty chair, because other countries are with the US on this. Also, it seems they are kicking Russia out of the G8, so Putin can enjoy his 50 billion dollar city all by himself.
Russia, China and India will just have more reason to work together than before.

He can gather a coalition of the EU, have a massive influx of money to prop up the Ukrainian economy. Send food, place sanctions on Russia. Russia buys a lot of grain from the west. Cut that off. Stop his exporting of arms and nuclear technology.
Hells bells, there is a lot he could do. But he will dither around with the massive indecisiveness that is characteristic of his administration. Draw a few imaginary lines that Putin will unilaterally ignore, show how weak he really is and generally become a laughingstock that is his foreign policy. All Kerry will try to do is sell ketchup.
But all the liberals will cry that all the right wants to do is invade. Putin wants to regain lost territories from the former SU. And as luck would have it, the only counter to his ambitions is a fool sitting in the WH wondering if his narcissism can take any more hits.
