The problem with closing more clinics is that is does nothing to address the demand for abortions. People will just turn to alternative means, or in the case of South Texas, they will go across the border into Mexico. If lawmakers really wanted to decrease the number of abortions, they would look at spending more time, energy and money in preventing unwanted pregnancies through education and social services.

If I am interpreting your point here correctly, then it is worth noting that a similar argument to yours could be used to justify elective painless infanticide in the event of a shortage of adoptive parents.

Sure, as with many other illegal things (infanticide, rape, theft, assault, domestic violence, et cetera).

I don't see why lawmakers can't do both of these things.

Abortion and infanticide are obviously not the same thing, but for the record, some individuals (such as Peter Singer, Michael Tooley, Mary Anne Warren, the authors of the After-Birth Abortion paper, et cetera) do not consider both embryos/fetuses and infants to be persons/worthy of rights.
