What makes a pursuit or activity intellectual? Is it anything that really engages the mind, even if it's not seen as such (ex: Television, video games). Or just anything that is seen as not LCD (lowest-common denominator)?
Non routine would be the key here for defining intellectual activity, since routine activity does not require new thoughts. And a new deal of cards requires new thoughts, so that would be nonroutine. Routine would be doing similar actions once you have assessed the cards.
My definition would be: thought process that involves thinking in ways not thought of before. It is not simply learning something new, but learning a new way of thinking about things. It involves thinking in a new dimension.
I'll take astronomy as an example. Studying the stars and planets would be defined as "learning". Seeking to understand the enormity of outer space with all the dynamics of time and distance would be "intellectual activity".
Watching television or playing a video game would be "mental activity". Seeking to understand the effect of these activities on the human brain and on society would be "intellectual activity".
