"The House Ethics Committee is reviewing the conduct of Rep. Luis Gutierrez of Chicago, according to a statement today from top lawmakers on the committee.The committee’s notice was cryptic and did not say what actions by the Democratic lawmaker had prompted its look.
...USA Today reported last year that Gutierrez paid an Illinois lobbyistmore than $500,000 in taxpayer funds to work side-by-side with his congressional staff.
The lobbyist, Doug Scofield, the lawmaker's former chief of staff, was paid as a contractor to train staff, review and draft news releases and help publicize Gutierrez's activities, the newspaper said."

That guy needs to repay that money and lose his job.
The vast majority of his district is not in Chicago.
I don't know much about him beyond he advocates for independence of Puerto Rico and there has been a buzz about this independent contractor relationship, for years. Nonetheless, he received about about 75% of the primary vote on Tuesday. Just another Congressman that's been on the job, way too long.
