Laughable thinking they can control what a third party does with the money of the first party.

Apparently the tattoos, lingerie, and jewelry businesses don't have a very good lobby in the Louisiana legislature. Because it's the federal government that they apply to for EBT use in their stores, not the state.
The state really has no control over this so it will be interesting to see if the Fed cracks down on this.

BATON ROUGE, La. – Louisiana welfare recipients will be prohibited from spending the federal assistance at lingerie shops, tattoo parlors, nail salons and jewelry stores, under new limits enacted by state social services officials.
The Department of Children and Family Services announced the emergency regulations late Thursday. They cover the Family Independence Temporary Assistance Program — commonly known as welfare benefits — and the Kinship Care Subsidy Program.
I don't disagree. If you are asking people who are working to support their families to take their tax dollars and support YOU, the money shouldn't be used for tattoos, getting their nails done, etc,

Now only the TANF part can be used for whatever they want.
The government statistics show that just a small percentage of poor receive TANF benefits.
Why are states starting to get up in arms about this if such a small percentage of poor have these benefits ?
Makes you wonder.
Typically only very poor single mothers with children qualify for TANF.
I went and looked up some states..TANF(ADFC) summaries seem to be hard to find.
I did find Texas for 12/2013 and over 3 million single mothers and children received TANF benefits that month.
The state spent $361 million on 3 million recipients.
Proof that welfare handouts are far too generous. When the welfare class can afford more $500 tattoos than any other class, it's time for some cuts and rebate some of that money to the taxpayers.
