The paper you linked seems to be addressing those in the military who are engaged in 'law enforcement' and 'security', such as MP's. It states that right at the very top of page 1.

This does not apply soldiers/military stationed at military bases who are not engaged in law enforcement or security.

Yes it does. Read it again.

1. To limit and control the carrying of firearms by DoD
military and civilian personnel. The authorization to carry
firearms shall be issued only to qualified personnel when there
is a reasonable expectation that life or DoD assets will be
jeopardized if firearms are not carried. Evaluation of the
necessity to carry a firearm shall be made considering this
expectation weighed apainst the possible consequences of
accidental or indiscriminate use of firearms. DoD personnel
regularly engaged in law enforcement or security duties shall be
armed. Procedures on authorization to carry and the carrying of
firearms are in enclosure 1.

My husband was in the military in the 60's. Non MPs, in non combat zones, were not allowed to carry weapons.

I was in the military in the late 60's and early 70's. At that time I never felt the need to carry a firearm on base. Today though, I am beginning to question if it wouldn't be a good idea to have a substantial number of armed folks in every area of the base. This is getting too easy for the whack jobs among us. Like shooting fish in a barrel.

With everyone shooting, how would anyone know the good guy with a gun from the bad guy with a gun?

It's pretty simple.. The individual that fires the first shots and drops a few people is in all likelihood the bad guy.

What if everyone is now shooting and you didn't see who shot who first? Honest question. I envision complete chaos in a situation where everyone has guns and starts shooting like the wild west.

With a high rate of PTSD in this population, a situation such as this could very well happen.
