This,.......this is the problem. Mark up on food on average isn't all that high. Consumers will save nothing anyway. If a retailer has to cut 3% from EBT purchases they are just going to add it back to regular purchases.

The problem is a middle man that is proven to be unethical in it's dealings.

Why does the government reimbursed 35% to Medicare charges, only to be billed 300% of the going rate, or more?

The government is a "why" magnet rife with corruption and wealth redistribution!
