Even credit cards charge something like a 3% fee...Given the huge amount of dollars buoying grocery store profits, I'm sure the government could easily demand a 5% discount on EBT purchases. That would save billions while grocery stores will still profit. It just seems unfair for retailers to make so much profit off of tax dollars. I also doubt that such a 'fee' would cause retailers to drop out of the EBT program aside from upscale grocers, that would be too huge a loss in aggregate demand.
Anything a retailer pays they pass on to customers, directly or indirectly. They are in business to make money. So customers will pay that fee. If it is the EBT users that is simply taking back that percentage.
Keep in mind all the govt investment in these stores. Go look at who owns the shares.

"So much profit". Do you happen to know the profit margin of grocery stores? Didn't think so.
Why doesn't the government use "narrow networks" of grocery stores that accept EBT. Only use the cheapest stores. Negotiate the lowest prices like they do with the ACA. Ha ha. Oops. It's not in the taxpayer interest to control food consumption?

Grocery stores are low margin businesses. That's why you don't see much pricing fluctuation among same brands. They're all making about the same on the items they sell.
