Yes we did. You are not the arbiter on definitions and cannot redefine what a recession is. A recession is a period of economic decline, generally identified by a fall in GDP for two successive quarters.

The government has changed the definition over the years, why can't others?

There is not a single redefinition of the term recession in that list.
