Condemning whomever allegedly distributed the flyers
For all anyone knows the CIA or Ukrainians or Muslims paid people to do this to get the EU to join in on sanctions and for foreign aid. Or maybe some Jews or Russians did this to create the perception that this is how the Ukraine intends to run the country. Or none of the above and it's all a bunch of hooey.

At this time more than one news agency is reporting this story, some are claiming it's a hoax, some are not but even snopes is not denying it, they just can't confirm where the leaflets came from.
Snopes can't be trusted anyway. They are not accurate.
