In the case of Nevada the state did not want to own the land and likely still would refuse most of it. NV does not like to spend money and vacant, undeveloped land is a money drain.

A lot of military exercises and 3 bases are in Nevada.. who can forget Area 51!

The clause in question says...

Says nothing about places acquired by the federals through diplomacy or force of arms. Particular in the State of Nevada the land was acquired before the state existed.
