it says segregated is defined by a school that has a majority minority population.
That means that any majority white school is not considered segregated.
that means if a town has 2 high schools and one is 100% white and the other is 100% black, then the 100% black one is considered segregated, but not the one that is 100% white.
Again, are you honestly not understanding that flaw in logic, or do you just not care,and want to blame Democrats for everything (even though half the top 10 on the list are republican states)
