Obama telling Lybian leaders it was not because of the video while he tells the rest of the world it was due to a video? There was mixed intelligence, including statements by officials in the Libyan government. The analysts judgements were being shared both within the CIA and elsewhere in the Obama Administration. This has all be testified too multiple times. The following is from recent testimony at hearing in the House.
The analysts’ first thorough, fully coordinated, assessment of what happened
in Benghazi was written on 12 September, less than 24 hours after the
attacks, and disseminated to senior level policymakers and to the
Congressional intelligence committees on 13 September. It was coordinated
with analysts across the Intelligence Community. This means that the
assessment represented the views of the Intelligence Community, not just
CIA. It was approved for publication by a senior officer in CIA’s
Directorate of Intelligence and by a senior officer in the Office of the
Director of National Intelligence.
The piece made four key points:
. That the attack on the State Department facility in Benghazi was a spontaneous event that evolved from a protest in Benghazi. The title
of the 13 September piece was: “Extremists Capitalized on Benghazi
Protests.” The key sentence read: “We assess the attacks on Tuesday
against the U.S. Consulate in Benghazi began spontaneously ….”
. That the attackers were inspired by the breach of the U.S. Embassy in
Cairo on 11 September. The first sentence of the piece said “…the
attacks began spontaneously following the protests at the U.S.
Embassy in Cairo….” There was no mention of the video defaming
the Prophet Muhammad as a motivation for the attacks in Benghazi.
In fact, there was no mention of the video at all.
..... The judgment that the attack evolved spontaneously following the breach at
the U.S. Embassy in Cairo was also in the classified talking points that the
analysts prepared for Director Petraeus’ briefing to the SSCI on 13
September and to this Committee on 14 September. Those talking points
said:
. “We assess the attacks on Tuesday in Benghazi began spontaneously
following the protests at the U.S. Embassy in Cairo and evolved into a
direct assault against the Consulate.”

Let me make clear that we know that the analysts had an evidentiary basis to
make the judgment that there was a protest ongoing at the time of the attack.
All together, there were roughly a dozen or so reports indicating that this
was the case. Some of this information arrived at CIA Headquarters (HQS)
on 12 September and some arrived on 13 September. These included press
accounts -- including public statements by the Libyan Government and by
extremists. And they included intelligence reports from CIA, the National
Security Agency, and the Department of Defense – including a report from
CIA’s Station in Tripoli that arrived at CIA HQS on 13 September.
The characterization that it was spontaneous, evolving from a protest linked to events in Cairo all came from the CIA. That characterization of the attack also made its way into the talking points that Susan Rice used for the Sunday shows.
The CIA did not specially mention the video, but they did link the attack to Cairo. The events in Cairo were linked to the video. Susan Rice's comments on the Sunday shows also referred to the video in relationship to the events in Cairo.
The CIA analysts got it wrong in the first week after the attack. Those are just the facts. There is no evidence so far that indicates anything else occurred.
Lindsey Graham wants to know why Susan Rice was picked as the spokeswoman. That's some vital information there. We demand to know!

This report shows the emails/notes from the CIA to the white house about the attacks in Cairo which were based on the video inspiring the attacks in Libya.
The report shows how the talking points changed and who changed those talking points.
There is the testimony of the former head of CIA who said the talking points came from the CIA intelligence. In fact the emalis/notes about the talking points shows this as well.

Then finally there are the numerous violent attacks that were occurring all around in the middle east that were caused by the video.
So the basic facts are there was a video that existed. This video was causing riots in multiple nations nearly 20.
The CIA intelligence provides the talking points that the attack in Libya was spontaneous and inspired by the attack in Cairo and the attack in Cairo was inspired by the video.
