I thought you could only buy food on EBT cards and it should be only food.

A New Hampshire Democrat lawmaker is speaking out against a bill that restricts what people can buy with government entitlement funds, saying booze, tobacco, lottery tickets and even guns should be permitted.

The position Timothy Horrigan, (D-Durham), took this week on the Statehouse floor in Concord, stating that barring purchases of firearms with Electronic Benefits Transfer cards, violates the Second Amendment, put him at odds with some gun control groups and in the same camp as some pro-gun groups that often disagree with him.

The NH EBT card is exclusive of food stamps ( SNAP benefits).

Beyond this exclusion, it is not clear what NH means when they say EBT cards related to public assistance. I assume TANF, Temporary Assistance for Needy Families.

An EBT card can also be used in an ATM to obtain cash.

The NH bill, as written, is unenforceable in that it seeks to also control the cash expenditure and forbids cash to be used to gamble, or purchase tobacco products, alcohol, lottery tix, firearms, adult entertainment, tats and body piercings. How exactly NH would determine the source of cash for these purchases is unclear.

Sounds like state legislators want to create the perception they are tough guys, when in reality, they are doing nothing. If they were serious, they could make these cards ineligible for cash withdrawals at ATM machines. Problem solved.

NH requires all retailers/vendors who want to accept the state EBT card for payment to register. The NH state application does not require the applicant to disclose the nature of its business. Nothing appears to preclude an adult entertainment venue, gun store or tavern from being approved, given the state does not ask about the nature of business.

The whole bolded part is absolutely spot on. It's nothing but a bunch of hot air. As you stated, if they really wanted to do anything about it, they could easily do something about it...but politicians just talk a lot of ****.

EBT cards may have either one or two components.

Food stamp recipients have cards with a food component, which can be used to purchase only food.

TANF recipients have a food component (corresponding to whatever food stamps they get) plus a cash component corresponding to their TANF cash benefit (because obviously they need cash for things like diapers and clothes).

How do food stamps work in NH? TANF recipients have to carry a second card for food stamps?

Well yes I am aware of that, I was sloppy this time and didn't include the word 'lawfuly'. It's called food stamp fraud, and I even know someone who was convicted of food stamp fraud, became ineligible to (lawfully) receive (or use) food stamps, and spent eight months in jail. (I did not know her at the time she was abusing food stamps.)
