Mexico is very two-faced when it comes to the open borders -- they're only open one-way, Mexico enforces it's border laws.
It's far too easy to make the mistake of not getting off the interstate in time --- the border is very open -- you can just be driving along and next thing you're in Mexico.

He didn't come in from the freeway but joined it at a local entrance.
He parked at a border car park, walked over to Tijuana, booked a hotel, and walked backed at about 10pm. When he drove out of the car park the claim is that he took a wrong turn, missed the "Mexico Only" signs, and got on the ramp to Mexico.
He got a green light at the border (which normally means no random inspection), but had no front plate on his F150 (don't need one in Florida), and combined with his loaded truck (including a ladder & mattress), was suspicious enough to get pulled over for inspection at about 10:30pm.
Contrary to his claim that he immediately called 911 - that 911 call wasn't made until an hour later at 11:30pm.
His truck is still in impound but his Mexican girlfriend was called to pick up his personal items (excluding the guns).
His first lawyer told him to lie and say that he'd never been into Mexico before but the new lawyer is trying a new tactic - accusing the Mexican border guards and military of being corrupt. I really don't see this accusation as a winning argument.
Hmmmm.
So getting a hotel room in Tijuana kinda messes up his claim he had no intention of going into Mexico, though, does it not.
Even if he only meant that he had no intention of driving his truck there.
