Sure, but "improving" can only accomplished by repeal.

Repeal essential health benefits

Repeal metallic tiering requirement

Repeal guaranteed renewable requirement

Repeal rating factor limiting 3:1 by age

Repeal requirement for health-based exchanges to match group plans

Keep pre-existing condition protection and the till age 26 dependent coverage clause

Take these eliminations and reduce as much of the employer mandate fines as will result in the same program fund balance as before

Continue any necessary temporary transition programs to keep insurance risks from being clobbered in one place

Psssst - why do you think he has ignored, waved, and delayed so many key components of the ACA law? Because it's a horribly written, and woefully destructive law, and a even with all Obama's delays and ad hoc rewrites, it's also a incompetently implemented law.

The ACA as it currently it is being implemented, is like just showing a perspective home buyer the front porch and living room, while hiding the broken windows in the back of the house, which were blown out from the recent fire, and hiding the basement which was flooded when the fire department put out the flames.

If you hide the truth from the people, then they're perception of reality will be based in ignorance. So go ahead and applaud, but you are applauding the deception perpetrated by our government, and reveling in the ignorance of the people.

Oh, I so agree. We're going to be stuck with this boondoggle and the only 'fix' we'll get will be meaningless incremental fixes that still leave plenty of people uninsured, high prices, and more debt.

I said repeal was not a good idea, I did not say anything about higher premiums.

If you want to read about the benefits of mandates etc, you can read up about "health equity and access reform today act of 1993". It summarizes the benefits.
