I think the saggy pants thing is stupid but why is it not "indecent" for a woman to wear a bikini yet a guy showing his underwear is supposedly indecent?

Duh...you answered your own question.

Underwear is not meant to be seen, bikini's are made to be worn as they are....they were never meant to be an undergarment....no matter how skimpy...

Well it is Eastern Tennessee.

Its not my city, so its not my problem. If it gets to the state level it will likely be overturned by the courts.
