In an earlier draft there was a clause specifying that no business open to the public could deny a transgender person entry to the restroom consistent with his or her gender identity, plus a clause that would give businesses an out if the defendant had a "good faith belief" that the person's claim of being transgender was disingenuous.

Opponents focused particular attention to provisions of the ordinance that essentially would’ve allowed transgendered men and women choose for themselves which restroom they would use. The mayor dropped specific language on that question, but critics said the ordinance was so broadly worded it basically kept the controversial provision intact.

Well that makes the original post marginally less crazy. Although I am quite certain that we have all shared a public restroom with a cross-dressing person a time or three. I know for certain that I have. And the world is still in one piece.
Ummmm..What else would this be for? There are ALREADY laws that do what is being said this is for...The ONLY thing this could be for is opening up the stuff the OP mentioned.
Is there currently a "law" that makes it an arrestable offence for a man to be in a women's restroom? It is socially unacceptable and would cause a ruckus but I doubt it is illegal. I just assumed most cross dressers used the restroom they were dressed for.
Men's rooms in Country Dancing Bars in Texas have always been open to the ladies.....but it only happens when the ladies rooms have long lines.....Not uncommon for me to be at the trough and some gals come in to pee or crap in the toilet booths that have locking doors...

I don't know Texas law, but in a number of states it is legal to discriminate against gay and transgendered people. My assumption is that Houston has decided to offer more protection than the state of Texas offers.
