Julian probably thought he would have a shot at the Governor or Lt Governor of Texas, but the blonde Bombshell, Wendy Davis snagged the Governor's campaign right out from under him with her Pink Tennis Shoes fake Filabuster. Julian was a featured speaker at the Dem's Convention in 2012 and high on the "future" list for an "important" position. Donovan OUT and Castro in. In view of the Texas primaries - Castro should have stood his ground for a TOP job in Texas. The "War on Women" won out over the "War on Latinos" in this particular case.
It's essential that the Dems do this before they possibly lose the Senate and can't get Castro confirmed.
Julian Castro is being given the job to raise his profile and resume because he'll be picked for VP if Hillary or Bidden runs for president. Donovan is NOT out, he's just moving over to another position. And people shouldn't be so quick to kiss Jay Carney goodbye. He'll have a presence in D.C. come this fall.
