Drone are cheaper to operate and maintain then Helicopters and thus it is a more of a cost saving measure as well as modernization but still police helicopters have their advantages that drones lack and manned plane/Choppers have their drawbacks as well.

So it is more just keeping up with the times and using proven platforms that can add extra capabilities and serve in different roles that would be a waste of time fuel and fatigue the pilots since the loitering aspect the drones have are hard to match.
