You have to have a licence to operate a drone due to Civil Aviation Laws, and licenses are issued to organisations rather than individuals.
As for privacy, you have a right to privacy in the UK under Article 8 of the European Convention on Human Right which is upheld by the European Court of Human Rights and which takes judicial precedent over national laws.

I dont think you really listen to others. A neighbor/ criminal violating your privacy with drones is bad and should be dealt with.
A US cop violating your privacy with a drone leads to a no knock invasion, your dog getting shot and your family tased while being hogtied. See rhe difference?
