Doctors deny patients medical treatment based on age. They regularly turn away patients who want to be sterilized, based on age, even if it will help alleviate pain from medical conditions. Where is the law preventing this discrimination?

A universal right is one that you have regardless of societies rules, one that simply comes as a part of being human.
Universal rights do not require action on the part of others to bestow them on you but rather only a lack of actions from others that would interfere with these rights.
Having a "right" to healthcare requires action on the part of others on your behalf, therefore it is a societal based privilege.
