Actually he's more of a libertarian/liberal. Hes certainly not a uber liberal. He is well known for taking libertarian ideals over liberal ones.
He made these same arguments when Bush was president. Funny that. Is he right? Hmmm....I think in some ways yes. But the choice is...gridlock with our country unable to function since the extremists on both sides are breaking it. OR presidential powers expanding.
And we should keep in mind, once expanded its going to be hard to put back into place. Yeah right now its someone I think is doing a good job (yes I know many here disagree), but in 2016? 2020? Hard to say.
Congress and Senate need to get their act together, and actually govern. And they should take action to reign in presidential powers that may be being used inappropriately. doing just one will just mean our government becomes more dysfunctional.
He's right but lets be honest. Most liberals put party first. Obama and the top Democrats are defended constantly or excused or ignored. At the very least, we conservatives go after the GOP establishment. And then of course, get called crazy and racist and yada yada. I seldom see liberals or the media take Obama and the Reids and Pelosis to task.
I honestly believe that some of the Democrats are taking a roll of the dice and betting that there will not be a Republican President voted into office in the near future. Otherwise, I think they would be afraid to let a President continue to accumulate power away from the Congress. That in my mind is the only explanation for their almost complete lack of concern when a man like Jonathan Turley warns them what could happen.

I'm confident that you are aware that the "gridlock" when it occurs is intentionally provided for in the Constitution.
