That's all well and good for small business owners. However, the fact is, most people in this country are, and always will be, workers, not business owners. I'd like to see someone rate state for worker-friendliness. That would be a more meaningful metric for the great majority of people.

I get that, but that doesn't mean the interests of employers and employees are the same. In fact, their interests are often at odds with each other.
Most employees want full-time hours, a living wage, and decent benefits. Most employers want to hire mostly part-time staff, pay as little as they have to, and offer no benefits. Both employees and employers have good reason for wanting what they want. But do not want the same things.

That is what makes the system so great, both the employers and the employees have to agree to compensation for work performed.

Very true, all nice places. Much nicer than the crapholes in NJ, Delaware, MD, Illinois or most of CA. CA does have some pretty areas-much of the Sierra Nevadas are beautiful, as is Shasta. Just stay away from the urban mess-mile after mile of strip malls and dumpy criminal settlements.
I'd want a business in a place I'd enjoy living in.
Otherwise, what's the point.
