No. It isn't a slur. California politicians need to shut the hell up and do their jobs, aka worry about their state. Same goes with all the other stupid politicians that engage in this PC bull crap.
I was going to say no, then I clicked on the article and saw that he said way more stuff that could be offensive to the Chinese then just Chinaman. However, some of the stuff he said was true of the Chinese government. He said Chinese students come here to take computer science and then go home and hack into our computers. He said they have all our manufacturing and send toys here with lead in them. He said we should be more afraid of them since there are a billion of them (not sure what context that was). He said when he gets out of the pool, his eyes look "Oriental," which for some reason is offensive.
I think some of what he said was true, but he's guilty of over-generalizing. Most Chinese students don't come here to hack into our state secrets. The Chinese government does, however. I don't know why he said that about his eyes. I guess it could be considered offensive, though I think he meant it as a descriptor, not an insult. However, why is "Oriental" supposed to be bad? My recollection is that Oriental means East, and Occidental means West.
My answer is he still shouldn't be fired for it. There has to be another way to handle this situation than firing for saying things he may not even realize is offensive. The goal posts keep getting moved on what words are offensive and what words are not. His statements about the country of China are correct. He should apologize to the Chinese Americans he has offended because he over-generalized.
Putting politics aside, he expressed a view shared by many in his audience. It was no accident.

China is exceptionally capable of manufacturing most anything to their customer's specifications. When the US importer specifies junk, they deliver. The end consumer whines about cheap junk made in China and goes out and replaces it, whatever it is, with more cheap junk. The US began trending towards planned obsolescence in the 60's because they figured out that stuff built to last forever was not good for business.
I think people are too sensitive these days. I find it a tad offensive when people say dumb blonde or blonde bimbo, angry white man, or any number of things people say about white people these days. However, it doesn't hurt me really because I could care less what people say. I will admit to having to turn the channel sometimes when I'm watching a black comedian going on and on about white people, but I would never say the guy doesn't have a right to say it. I'm just not going to watch it.
I don't give a damn what he said about "chinamen". This whole political correctness morass is killing free speech and any sort of dialogue. Eff everyone and their tender feelings and let a person's words fall where they fall.
You have a right to free speech and your employer has the right to fire you if he thinks what you're saying is having a negative reaction.
I can't just walk into work and tell me boss to go **** himself and claim free speech. It doesn't work that way.
