First of all, how is a pedophile defined as never harming a child?
Though I fully accept people can suppress their sexual urges(as most priests do), pedophiles have a very bad track record.
I ask my question with the following in mind. Many pedophiles, whether they act on their sexual attraction or not, buy child porn. Anyone involved with that, whether it be the end user, or the producer is harming children.
As to ex-mental patients, I think the key part is "ex". If they were treated and released, they might very well pose a lower risk than "mental patients" who have never been committed(assuming that even happens these days without a crime being involved) and received treatment.
Our system needs to be more like it was in the older days where psychiatric hospitals housed mentally deranged and dangerous people, rather than waiting until they commit a heinous act and wind up in the prison system.
As to violent convicted felons, they should not be out on the streets to begin with. However if the parole boards insist on granting these know criminal predators access to society again, it is little wonder who among your list will pose the greatest danger. That said, when it comes to protecting our most innocent and precious resource, none should be without scrutiny.
