All they have to do is get some jugs.....milk jugs work just fine...rise them out....let them set with a LITTLE beach....rinse and repeat with the next jug.
I think the real problem is they are to lazy.
Yeah, sure. The 3-1/2" of rain Detroit averages in June is for sure going to supply the monthly household needs for a family of four if they set out a few milk jugs.

What on earth makes anybody think that a woman living in an apartment using public utilities has water rights? I can't just punch a well in my yard because I feel like it. State law prevents me from even using a cistern. If you get cut off in Colorado in an urban area, it is absolutely a life-threatening situation.
Well, at least you get it. Yes, people in urban areas can use water bottles. However, buildings wells and cisterns is another factor.

I tell people all the time not have water is only life threating if they are on fire.
It is inconvenient.
Go without drinking water for a long time, and see if it isn't life-threatening. That is what this person is talking about. He lives in Colorado, where it is much drier. He lives in an urban area, where you can't just punch a well. That is what I'm trying to convey to YOU. Anyone can get jugs of water. However, you are speaking of wells and water pumps.
In the cities there are parks.....public water taps all over.
They could got to the city water department.
Friends and family.
That is what I've been trying to tell you. Forget water pumps and wells. That works in rural areas.
