I knew two people who had real problems when they got their ears pierced at an unlicensed shop. We're talking unsightly infections and one's possible need for reconstructive surgery if it continued. Fortunately, it stopped short of that. Though hair-braiding doesn't enter the body the way a piercing does, there are a great many issues that could arise, including the spreading of certain lice, scabies, or ringworm. Sure, maybe the braider follows great hygiene at all times, but how can you know he or she even knows what that is.

A few short classes and a license would improve their businesses as people prefer licensed operators..and isn't that what conservatives are all about?

If it has everything to do with liberals why did Ohio which is run lock stock and barrel by conservatives have done the same thing. In the link you gave in Ohio in 1998 the state legislature reformed the cosmetology laws creating a natural haircare license which was a way for the state of Ohio to legally get around a lawsuit against the state by hair braiders. Speaking of rent seeking it seems like when conservatives take over state and local legislatures there seems to be a major push for privatizing public assets and infrastructure such as roads, bridges, parking meters, for the explicit purpose of rent seeking. I guess rent seeking and cutting taxes for the corporate conglomerate rent seekers causing budget imbalances where there is no money to fund the rebuilding of infrastructure gives the justification to conservatives to sell off public infrastructure to corporate conglomerates.
