If I was living in a house or apartment in Detroit and couldn't pay my basic utilities to the point that they shut off the water:
I would move in with someone--neighbor, friend, relative. I would live in their garage with bathroom/kitchen priviledges until I could afford another apartment. I would find another person who also couldn't afford their utilities and we could share one place and bills. I would sell that HD big screen tv, drop the iphone service, do whatever was necessary to get it right.
I would not sit there screaming about it not being "right" or "fair" or whatever else is being screamed.
