Well of course they do not "pass through". They are transported across the river where they are promptly arrestedfor illegal entry and sent to detention camps pending resolution of their case according to law. Do you propose the the Border Patrol shoot them while they are on the water?
They are not arrested.
The only ones being threatened with "arrest" are the Border Patrol agents and medical staff.

Both. Some with family ties were released. A number of Guatamalans are here "legally". They sought asylum and their cases are pending. Some of the kids coming over are their kids, so those were released from what I saw on the local news. But many of them are being held at the Border Patrol facility in Nogales, AZ among other places as well. Those ones will likely be sent back. How soon depends. If the Pubs continue to oppose Obama's request to change the anti-trafficking law so they can be deported more easily, it could be a while and, of course, more will pour in.
There are already demonstrations going on out this way to "Don't separate families". So, the longer this drags on the more the political pressure will be on Dems to resist efforts to deport them.

Obama has not added any additional staff over the years to decrease the load.
And the bulk of that $3.7 billion is to pay for their upkeep here in America.
In the '50s, a million arrests took place a year along the Mexican border.
We increased the number of visas available through the Bracero program.
Arrests dropped 95 % and illegal workers became legal ones.
I just don't know if there are that many jobs to warrant an increased amount of visas
in our economy right now. We don't have the economy that we did in the 1950's -

Now I am totally confused. I know Senator Flake, R-AZ (yep, that's is his name) is for revising the law, as well as many other Republicans, to expedite their deportation. It seems it is the Dems who are opposed to changing the bill for quicker deportation.

IMHO it's not detailed enough to satisfy Congress, especially the House.
And there's no guarantee it will work. Putting more people at the border won't do any good if you cannot turn them back. It will end up as that many more "escorts" to the ICE Welcome Center in McAllen.
The ACLU has sued the FedGov saying every single one of those children deserve a lawyer.
That will have to come out of that $3.7 billion. And what about reimbursing the border cities and counties that have gone into hundreds of thousands of dollars in debt due to overtime having to help deal with the influx ?
