Like in French we can have bills on the Senate floor saying

Do you NOT want free universal healthcare for all Americans

A vote of Yes will mean no universal healthcare
A vote of No will mean we don't NOT want it, meaning yes we want universal healthcare

Republicans will get confused and vote no and then we can pass progressive stuff more easily through French speaking tricks
