Why haven't they offered Lerner immunity, why did they skip over that and right to arrest?
Could be many reasons. Maybe they have evidence that she instructed the emails to be destroyed and they feel that isn't something they are willing to allow her to get away with. Maybe they feel that someone like herself would offer up testimony on her own to cut her prison time down some.
