Do you think union members would go for that? Such a tax would eat into their pension funds which are all in investments and depend on capital gains to fund the union members' pensions. Would union members (teachers, police, fire, municipal workers, AFL-CIO, SEIU, Teamsters, etc., all be willing to accept lower pensions to pay that increased capital gains tax?
Pensions and 401K's are are usually qualified plans and are already taxed at ordinary rates.
Social security is a safety net, not an investment plan.
If the rich don't even need safety net insurance, why do they have to buy it? Do those who don't have a boat have to buy boat insurance? Do those who don't have a motorcycle have to buy motorcycle insurance?

The capital gains earned on the plans' investments are not.
Are these taxed at all though?
Life insurance and retirement accounts often have special rules with regard to taxation; I'm not an expert but it's not a safe assumption to take as a given that qualified pension plans are paying capital gains on their reserves. Not saying they do or don't since I don't know, just that I wouldn't take it as a given.
Maybe there is someone reading this who works in the field or is willing to google up the relevant information for us. I tried it but eh, couldn't find any answers in five minutes and not inclined to keep digging.
So is the federal income tax, and yet 47% of those who receive an income pay no federal income tax whatsoever.

Look are you for taxation to tax someones base income needed to survive? Im not. I find that morally offensive, just like some of the founding fathers did. So quit whining about the 47%, its sad.
