No, they were not based on Judeo-Christian values. Most of the Founding Fathers were deist, not Christian, and they were Enlightenment thinkers who believed in man's freedom from religion, and conversely, man's freedom to believe in (any) religion.

You can't just call basic morals that humans have had forever Judeo-Christian values.
