Last year I drove to northern Virginia, spent the night with family and the next day went to a football game at Rutgers. I cleaned the car of both guns and ammo before leaving for NJ because I knew the law. Although I disagree with NJ's laws, it's not my business. As a visitor, I followed their rules.

OP - a hollow point bullet is LESS likely to pierce armor. A hollow point bullet is designed to increase the amount of tissue damage - increase the likelihood the person hit by the bullet stays down.

Please get your terminology straight.

Teflon coated full metal jackets, or pure teflon, is armor piercing.

A hollow point will splat and fragment.

She won't have to worry about the laws... It will be a felony and she won't be able to get a permit again, or legally own a firearm.

Being "The right to keep and bear arms" is a Constitutional right and NOT a states right issue, CCP should be honored in ALL states.
Just as the SC ruled against D.C. and it's "state" law about owning a firearm in D.C.
