No he hasn't. Obama boxed himself in. The Guard will free up Border Control to do their duties. The Guard can also be deputized in order to let them do law enforcement duties too.

Wendy Davis (D) not only supports his move but wants deputies and law enforcement sent down there.

Politics may be some of the motivation here, but I actually think Perry cares what's happening down there. He's been dealing with this for several years now. Your assertion that he has done nothing but whine is wrong. As a governor of a border state, one with over 1, 200 miles of international border, means he has done a lot to help stop the flow. But protecting the border is a federal responsibility, as the Dept. Of Justice has argued in court when they have sued states for trying to do something on their own.
Perry doesn't "deal" with this. We're talking about the same Gov. Perry that decried violence spilling over into El Paso, a city that routinely rates as one of the safest large cities in the country.
Now he is arguing that there is all kinds of violence at the border due to these refugees, meanwhile, law enforcement ON THE GROUND in border communities say there has been absolutely no surge in violence.
Regarding Perry and his perception of El Paso:
"In November 2010 El Paso was named the city with the lowest crime rate in the United States, for cities with populations over 500,000. This ranking is no accident or abberation. Since 1997 El Paso has been ranked second or third safest city in the United States by an independent study. The Police Chief and Mayor have worked hard to earn this recognition.
In August of 2010 Governor Rick Perry said in an interview with Fox News that bombs exploded in El Paso. He said:
"The city's police chief testified that no surge in violence has accompanied the crisis. The police department of El Paso, the largest border city in Texas, last week repeated that the city is not afflicted with ongoing "spillover" violence."
