Well, consider this. Where are alot of prosperous Black people living? In areas that aren't predominantly Black.

And there are a few examples of prosperous, predominantly Black(or at least pluralistically Black) cities.

Now, as for Detroit, East St. Louis, etc, consider this. Those areas are predominantly Black, not because Blacks wanted to live in all Black areas or because they founded those areas. Those areas are predominantly Black because alot of Whites left those areas. The Blacks that are in those areas are the ones that are left behind, as many middle class Blacks also left. Blacks have often lived in predominantly Black areas, not because they founded a place for themselves(albeit there were some towns founded by Blacks), but because they were forced to be there(vis a vis restrictive covenants or institutional racism) or because no one else wanted to live there.
