Those areas are predominantly Black because alot of Whites left those areas. The Blacks that are in those areas are the ones that are left behind, as many middle class Blacks also left. Blacks have often lived in predominantly Black areas, not because they founded a place for themselves(albeit there were some towns founded by Blacks), but because they were forced to be there(vis a vis restrictive covenants or institutional racism) or because no one else wanted to live there.
You can take Bowie MD off your list.

Everyone keeps posting income as proof of success. Can someone post how the schools are doing, especially the ones in Cali? All of the cities that are mentioned that are in PG should be removed. The district has the 2nd worst school district in the state, keep in mind MD has counties in impoverished Appalachia. Some of the bad schools are in the cities mentioned.

These are like little micro towns. The OP should have but a minimum population limit. Let's say 50K.

Seeing there aren't many cities that have the majority of the population as Black Americans, Atlanta would still be the answer to this question.

Okay- But why are they not prosperous? The same could be said for predominantly Italian, Irish, Jewish, and Asian communities- these were places that many whites did not want to live.

As someone that was born in DC and has spent almost my entire life either in or around the city, to call it a prosperous black city is such a misnomer. There are certainly some wealthy black neighborhoods in DC, but most of the black neighborhoods in DC are impoverished. DC primarily gets it's wealth from the white sections that are mostly in the NW section of the city where a lot of politicians, CEOs and wealthier residents live, which are mostly non-black. When you go to Southeast, which is mostly black, the city has a drastically different feel. It's not nearly as vibrant and it has a lot of crime although it's improving.

To be honest this is a poorly constructed thread. The OP is too vague to really answer this question.

Your entire premise is flawed.
Depends on what you consider a city. Not sure these are cities. Fort Washington, Kettering, Friendly, and Mitchellville are not considered "cities", they are generally considered towns.

And by the way, I know this list and it's a ridiculous list. Friendly is a section of Fort Washington and Woodmore is a section of Mitchellville. It's like taking one town and breaking it into several parts to make a list.

Let's be clear here. The OP used the word "predominantly". There is a big different between that word and "majority". With that said here goes a list of some cities that fit what you are talking about:
