We have many, many examples of poor, failed predominantly black communities in the US (Detroit, East St. Louis, Harlem, Watts, South Side of Chicago, Compton, ect....).

Why are there no predominantly black, prosperous cities in the US?

Beyond that ridiculous assertion, the policies you list affect everyone, not just blacks, so your "reasoning" has not been well thought out.

While the overall point is un-PC, it is a question among other controversial subjects on race that will have to be address some day.

In my view, Atlanta is probably a good example of a prosperous city that is predominately black.

OP's question is flawed. There are prosperous cities that are predominately black.
