You seem to assume a lot of things. Maybe you want to take away my freedom of speech so you don't have to worry about it anymore.
Israel may not occupy Gaza, but they have a blockade of it, and control everything, including the movements of residents to enter and exit Gaza, food and water supply, sewage, medical services and supplies.
If Hamas truly wants everything you've listed, then they simply need to make friends with the Egyptians and create and economic partnership with them. They already have a crossing into Egypt so commerce should not be a problem. Once that is done they should close all border crossings into Israel, cut all electrical lines from Israel and re-create a working infrastructure without living off the Black Market economy they have now. They will have control over themselves, they will have movement, they will be able to import food by actually paying for it, actually make use of the aquifer sitting under themselves, bring their sewage plants back on line and get free medical supplies from Turkey again. So do you think they will go for it since they consider their citizens as their #1 priority?

To my knowledge they are not independent. The West bank and Gaza form the Palestinian Territories.
