From my understanding, we give them two types of aid. We give them loan guarantees and grants used to essentially purchase military hardware (most of it US made).

Israel does not need the funds. Israel was given the funds based on a Treaty the US penned and not penned on its need. Israel is the only country who must account for every penny spent to make sure it was spent on US goods only.
