I find it ironic that when a teen is shot by the cops all kinds of witnesses appear but, when the cops are looking for a bad guy in the same community who committed a crime no witneses can be found.

Just like how most white people are shot by other whites. Go figure.
True but it's 6 times the rate amongst the black population. In 2013 in my area the murder rate amongst blacks was so high if you were black you would have been safer in Iraq or Afghanistan and that is not an exaggeration.
So I read a few eyewitness reports. Apparently he was being arrested and got away while being placed in the police car. He fled with his hands in the air and was shot in the back. I'm not sure how true that is, but that's what I have read so far.
There is a lot of outrage, especially about the second story you posted. How they're relevant to this topic, I'm not sure.
Police shouldn't be able to get away with lynching an unarmed person, regardless of their race.
I watch the news daily and maybe I missed it but I don't recall seeing either of these stories reported nationally. Also neither story will have the staying power that this story of a young, black man being killed will have.
If the facts come out that the cop wrongly shot this teen, then obviously he should be prosecuted, but my point is that black on non-black crime is SEVERELY under reported and is marginalized nationally even though it happens far more often than the reverse.

Simply put blacks don't want to rat out their own even if it makes their communities safer and more peaceful. Seems like they'd rather live with the unending violence and crime than to clean up their neighborhoods and provide a better place for their kids to grow up in.
All of the details have not been released and this did not happen in St. Louis, it happened in Ferguson, Missouri which is a city of 21,000 outside of St. Louis.
Police need to be disarmed in this country and set up like in the UK where only special officers, who don't do routine patrol, are the only ones armed.
What? Your England is where most people don't carry, this is the US. Sheesh!
