Everyone who is physically able and between specific ages must work. Get welfare? You must work even if it's picking up trash on the side of the road.

If I was a dictator, I would do what most dictators do:

I would do anything and everything to maintain my own power. Why would I keep people happy? I have unlimited power. No matter what, people will hate you because of power. They will be plotting your downfall the moment you become dictator. It is best to restrict their rights before they can fight back. Even if you make 300 million citizens happy, that 1 citizen is trying to remove you.

Ironically, this is exactly what the oligarchs are doing in our country: Gutting the Middle Class systematically.

You guys need to stop kidding yourself. The question is what would you do as absolute dictator? Would you actually give a rip about "America" at that point?
