No, not JUST ESL Instruction. Full translation of documents in Arabic and AA for Arab descended teachers.
ESL Instruction does not involve translated documents and AA quotas for teachers.

Also this:

The settlement also requires the district to provide school documents in both English and foreign languages such as Arabic and to promote a more diverse staff.

Not uncommon when ESL programs are in place. Google Translator plus an editor and voilà!
