And, with the US Supreme court hearing a case about the ability to limit ones right to carry and own guns, all of these laws might be mute very soon.
Since California doesn't honor the CCW permit allowed in those 31 states, the story doesn't matter that much to me. But I think people living in those 31 states might be a bit concerned that Florida is passing out CCW permits to criminals.
This has nothing to do with existing gun laws, and everything to do with the judge withholding adjudication. If a judge withholds adjudication, then there is no conviction. It is not a legal "loop-hole", it means the judge is withholding a conviction on the charge for some particular reason. It is typically done when someone is placed on probation, a judge might withhold adjudication unless the individual violates their probation.
I read the news story. first it said he had MISDOMEANOR convictions. not felonys, hes allowed to posses a gun. typical anti gun news reporting. secondly with NICS the CCW doesnt matter. I can walkin and buy any gun in my home state, no waiting period. the guy was not a felon nor restricted to posses. also I got news for the cops, pulling a CCW does not stop me from buying a gun. federal law. you dont need a CCW to buy or own a gun.

The physical inability to handle a firearm safely.
A felony conviction (unless civil and firearm rights have been restored by the convicting authority).
Having adjudication withheld or sentence suspended on a felony or misdemeanor crime of violence unless three years have elapsed since probation or other conditions set by the court have been fulfilled.
A conviction for a misdemeanor crime of violence in the last three years. A conviction for violation of controlled substance laws or multiple arrests for such offenses. A record of drug or alcohol abuse.
Two or more DUI convictions within the previous three years.
Being committed to a mental institution or adjudged incompetent or mentally defective.
Failing to provide proof of proficiency with a firearm. Having been issued a domestic violence injunction or an injunction against repeat violence that is currently in force.
Renouncement of U.S. citizenship.
A dishonorable discharge from the armed forces. Being a fugitive from justice.
I bolded a few of the reasons which might be why the newspapers are reporting these things. Perhaps they do understand the Florida CCW laws?
