So let me get this straight - you think that zoning laws are preventing you from having the mystical home of your dreams, because it's a small home on a small lot. But you think HOAs would allow that to happen? HA! HOAs are even MORE prohibitive than zoning.
Of course HOAs wuold not allow that. Zoning is an afterthought inflicted by homeowners who did not have the foresight to establish an HOA. If I wanted to live under hOA rules I would move into one.
There is a huge difference between an equal choice of rent or own, which many people, my mom included, have made and doing what it takes to buy a home.
You make it sound like anyone can do either, equally. That's not how life, or commerce, works. If you want to purchase something, you earn the money to make that happen. If you don't, then you have to find alternative shelter, which can be a number of things. Renting, camping, homelessness, living with relatives - those are all choices to the person that has not been able to save the money to own a home.
I did not intend to sound like anyone can do either equally. The point I was tryiing to convey is that MOST renters DO NOT have the option of buying. Indeed, renting is in most cases an inferior mode of living.
Then your story of loserdom is much greater than any outside entity's (our government included) ability to overcome. All the zoning laws, low rent housing, welfare and other assorted charities cannot help a grown man who after 12 years cannot rent $600 per month.

I have a home business model which generates sufficient income in the presence of reasonable liviing space the 400 sq ft i have mentioned. Having to keep and pay for my inventory in storage is crippling me.

Nope. Any home you can afford is one you can buy.
Lack of income and modern lending standards coupled with governmental regulations prevent you from buying a home you CANNOT afford.
