The USA governmental system of division of power was deliberately set up to make it difficult to enact change due to the passions of the moment so this is why we have a division of power between the Executive, Legislative, and Judicial. Obama has never liked our system so he is trying to go around the system to do what he wants but without going through the deliberations set up in the system, his attempt will fail as other attempts to circumvent the system have failed.
On a related note, we don't have the money to give to poor nations because we are spending our children and grandchildren's future earnings on crap today.
Setting aside whether the climate deal is correct, doesn't Congress have to ratify that with a 2/3 vote based on our Constitution? Can you imagine if a Republican President did that?
The truth is he is showing the ineptitude of the Leg. branch,another example of our Legislative branch doing nothing.They should be in session now working, discussing issues. They are instead at home hiding and making money with their faces.
So, you are saying you can't "name and shame" countries unless Congress approves it?
