I think you misunderstood.

Not an actually governmental foreign army.

A civilian non governmental trained and equipped army.

Basically you go into a country like Congo and get all fighting aged men you would like a steady paycheck. Train and equip them and assign a Western officer(s) to oversee and command them.

We were wasting time, money, and lives with a **** poor plan.

Just lol at thinking you can trust locals to govern and defend their own country when all they are loyal to are their ethnic and religious ties.

Not an analogy comparing the governments. A response to another poster posting that our policy should be any citizen from any nation that commits a terrorist attack on American soil, that person's nation of origin will be blamed and attacked militarily by America.
