I do have to say... if they're going to cram people in like hogs, then just get rid of the damn recline function. While it is unfortunately a right, it is seriously disruptive and impolite to the person behind you. It's basically like having someone's head in your lap for hours. Many people recognize this and don't recline out of politeness and hopeful reciprocity, but you're always going to have a bunch of actual hogs on the plane who just don't care and will jam that seat as far back as it can go.
It's the airline and flight attendant's responsibility but they have no policy and pass the buck resulting in passenger confrontations. Putting food trays and computer rests on the back of reclining seats is a recipe for conflict.

The flight attendants responsibility to do what, EXACTLY?

I hope it escalates to the point where airlines are forced to enlarge seat space ! They are making millions of dollars in profits and treating the customer like s--t , time to revolt. And don't tell me not to fly, it's damn hard to drive to Europe or the Carribean. People never use to put up with this kind of crap before, but now it's "Don't make a fuss, just get along". Isn't it funny that airlines made a profit long ago when everybody paid the same $ for their ticket ? This BS of one person paying $90 and the person sitting next to them had to shell out $300 is just wrong. Bad way to do business.
And the one that use to really get on my nerves was when some fool would have a steamer trunk as carry-on, it should have been the gate persons job (actually it was) to stop that person and tell them to check a bag that was to big for the overhead, but they didn't want to confront anyone so they let it slip and it got worse and worse until people were carrying 2,3 bags onboard. The whole airline industry needs an overhaul , big time !
May not be an option sometimes but if you can and you have the time go by train or bus. You get way more, especially if you go business class which doesn't cost that much more. There's no TSA to go through so you don't have to take off your shoes or worry about how much liquids you have in your bag and I don't remember any charge for checked baggage. It's also fun looking out the window and seeing the different scenery go by. It does take longer to get there I've taken the train to Washington D.C (8 hours) and Williamsburg VA (13 hours) and enjoyed both trips
