Exactly. That's why when a woman with short hair comes to my window at the DMV, I tell her to come back in 2 or 3 years after she's grown her hair back to an appropriate female length because I can't issue a license to a woman disguised as a man.

As a government agent, it's my job to enforce the government decreed legal standards of male versus female appearance.

This is all rather humorous if you consider that not so long ago, the 1970s, it was considered a normal sight for males to wear fairly long scalp hair where they could be confused for a female if viewing from the rear and above the shoulders.
